Devon & Somerset Fire & Rescue Service have collaborated with KIM Software on the highly integrated Profile application, which manages competencies, training courses, operational events and incidents for all personnel at every development phase. The system is mapped to allow movements between roles, locations and development phases, presenting the user with only the relevant competencies and courses for their current role(s). Operational apparatus relevant to each location and competency stage will also be mapped to support efficient movement of staff.
For DSFRS it was important to collaborate closely with KIM to configure Profile to accommodate both trainees and managers with self-service access to book courses and update competencies with permission levels set for managers to approve updates where required. Courses can be configured to automatically update competencies where passes are attained. Events can be set up to assess trainees and competencies in multiple to give considerable time savings.
Jan Webster, Project Manager at DSFRS during the project said: “We were keen to work collaboratively with the chosen supplier as we understood that turning the tender requirements into a user friendly and automated system would not be straight forward. We were also aware that our plans for flexibility and the fact that requirements were likely to change over the course of a large project time-line needed to be considered. We were also looking for a long-term relationship with our supplier as we identified at tender stage areas that we may wish to develop further in the future. This collaborative and partnership relationship has been hugely successful.”
The system is configured to recognise competencies demonstrated in both organised training and real incidents and will capture all forms of evidence in both situations to update competencies. The system also holds relevant resource and documentation required for each training course.
Full course management functionality, including trainer skills, locations and allocation and tracking of resources is included within the system. The system is also able to cater for performance reviews with a detailed Performance and Development Review (PDR) module including detailed evidencing and CPD logs.

The system integrates with existing systems through an advanced Middleware interface. This allows for periodic update of all HR data and for the system to create outputs for time management and digital roster systems. Incidents are automatically populated in the system for incident management systems allowing for easy selection and creation of incident logs.
The aim was to seamlessly link all aspects of staff development at all levels and adhere to the three guiding principles of the project in the finished system: Integration, Automation and Communication. Based on the feedback from the organisation, these were achieved in full by the completed product which continues to evolve around the services’ ever-changing needs.
