London Fire Brigade is developing a European project proposal, to undertake research and development of a frontline electric vehicle and we are seeking a European partner from the fire services. The proposal deadline is April 12th and partners will need to make a 10% contribution to the project coordination and procurement of R&D, which can be provided through staff time and/or cash. Current proposals indicate a contribution of €125k toward the R&D procurement would provide the partner with an electric vehicle chassis, compared to a standard diesel chassis which costs approximately €230k.
Our project (‘FIRED-uP2’) would be under the pre-commercial procurement (PCP) funding stream and requires a minimum partnership of three legal entities in three different European countries. We currently have one European fire brigade (London) who would undertake the PCP and we are seeking the involvement of a second brigade or public buying organisation. Other partners include a research organisation in Luxemburg and MDM Publishing Ltd who will lead on communications.
The H2020 Work Programme for this action is (ICT-34) as the research and development required to develop a concept vehicle, will be heavily led by the use of Information Technology. European Commission officers have encouraged us to develop this proposal under this Call. Funding for the project is on the basis of a 70:30 split for PCP procurement: Project Management, whereby 10% of the overall budget is provided by partners, which can be in-kind staff time. Our current estimate of total project budget is circa €3 million.
Our proposed project structure is below. We are looking for public partners to be included in the buying consortium, which will be undertaken through a lead buyer (London) approach and to potentially lead on a work package (Suggested WP5). Buyers will work together to develop a common specification, evaluate and test supplier solutions.
